You can and should start preparing from abroad - documents, budget, target neighborhoods - but avoid signing for anything you haven't seen in person or via a verified video viewing. Book temporary housing for your first weeks and do the real search once you're in the city.
No - you get your BSN after registering (BRP) at your new address, so it works the other way around. Just make sure any listing you consider explicitly allows registration, or you'll be stuck without one.
Furnished (gemeubileerd) suits short stays and arriving with little more than suitcases, but it's the most competitive segment. Upholstered (gestoffeerd) or bare (kaal) listings open up a much larger part of the market if you're staying longer.
